Memory leak in FakeAccountConsistencyService

Issue description

Leak happens here:

|retain| should be called once, during WKWebView creation

Status: WontFix (was: Assigned)

This isn't actually a leak.

AccountConsistencyService::CreateWKWebView() is only called once and the result is directly put into a scoped_nsobject so it doesn't leak (see https://cs.chromium.org/chromium/src/components/signin/ios/browser/account_consistency_service.mm?l=393)
