Add layout test suppression for upcoming Skia DEPS roll

The Skia CL https://codereview.chromium.org/1784863003/ (Switch SkDropShaderImageFilter over to new onFilterImage interface) imperceptibly changed the following layout tests:

svg/filters/feDropShadow.svg [ Failure ]
