For changes that change DEPS, you'll see this in the error log:

This is a CQ dry run, skipping OWNERS check
** Presubmit ERRORS **
Missing LGTM from OWNERS of dependencies added to DEPS:
[Dependencies]
These should also be ignored as part of the CQ Dry Run
