Missing scrollbar in Inspector > Network > Websocket > Frames > Content

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/49.0.2623.87 Safari/537.36

Steps to reproduce the problem:
1. Open the Inspector
2. Open a page with a websocket
3. Select the websocket in the Network tab in the inspector
4. Open the Frames tab
5. Select a frame with a lot a data: You can expand the data (JSON), but there is no scrollbar and you can't scroll down.

What is the expected behavior?
Show a scrollbar and be able to scroll down

What went wrong?
There is no scrollbar.

Chrome version: 49.0.2623.87  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 21.0 r0

It is possible to enlarge the content area to see more data, but you can never get to the bottom when there is a lot of data.

Yes - this is a regression

It seems to be already fixed in ver. 50.0.2661.75 m
