Regression: Autofill settings do not fill the state field in 'shutterfly.com' site.

Issue description

Chrome Version       : 50.0.2661.49 (Official Build)
OS Version : Ubuntu 14.04

What steps will reproduce the problem?
(1)Launch chrome and open 'Shutterfly.com' page.
(2)login with valid credentials, add any product to cart and click on checkout.
(3)Double click on any field in the shipping address, choose autofill data and observe the "state" field of the address.

What is the expected result?
State field should be filled by autofill settings.

What happens instead?
State field is not filled by the autofill settings.

This is a regression issue broken in M-49.

This issue is seen on windows also.

Hi thanks for reporting. This is due to the fact that Autofill now respects autocomplete="off" for non credit card forms. Since the state has it, this is WAI.
