Regression:Weird flickering of overlay is seen after clicking on cookies link button.

Chrome Version:51.0.2688.0 (Official Build)Revision df372032b408542d782c18cfc057ed729e46665a-refs/heads/master@{#382748} (64-bit) 
OS:Mac

What steps will reproduce the problem?
1.Launch chrome and navigate to any webpage for e.g.https://www.google.co.in/
2.Click on 'view site information' (lock icon),click on cookies link button.
3.Observe the overlay.

Actual: Weird flickering of overlay is seen after clicking on cookies link button.

Expected: Flickering of cookies overlay should not be seen after clicking on cookies link button.

This is a regression issue broken in 'M51' and will soon update other info.

Just to update, unable to reproduce this issue on canary 51.0.2695.1 on MAC 10.11.4.

@ vkupte: Request you to please recheck and update.
