Regression: Vertical scrollbar is not seen for chrome://downloads on resizing the browser.

Chrome Version:50.0.2661.49 Revision a37d846dd7fa3234a8ccca5ea8d88006bff78c25-refs/branch-heads/2661@{#352} 32/64 bit.
OS: All (Win 7 Aero enabled)

What steps will reproduce the problem?
1. Launch chrome, download any two image/webpage and navigate to chrome://downloads.
2. Resize the chrome browser and observe the vertical scrollbar.

Actual: Vertical scrollbar is not seen after step 2.
Expected:  Vertical scrollbar should be seen.

This is regression issue, broken in ‘M 49’ and below is narrow bisect:

I'm no longer working on Chrome, and unlikely to fix any bug I'm currently assigned.

So this bug doesn't languish, I'm unassigning myself.
