Samus: Hangouts corruption in incoming video

Issue description

Version: ChromeOS 50.0.2661.32
OS: ChromeOS Samus

What steps will reproduce the problem?
(1) Start hangouts video call
(2) Continue the call for few minutes
(3) Observe the video

What is the expected output?

Incoming video is free from corruption.

What do you see instead?

Incoming video contains corruption.

Please use labels and text to provide additional information.

Doesn't seem to depend too much on the other participant. Seems to happen with the other side being on Chrome Windows, Chrome Mac, ChromeOS Snow, Firefox Windows.

The corruption seems to go across multiple macroblocks and persist through multiple keyframes. Looks similar to the attached image, but covers less of the frame, maybe around 20-30%. I'll try to capture an exact screenshot later.

Yes, could be.

Yes, looks exactly like http://crbug.com/501915, but the difference is that it's a plain Samus. Shows up regardless of whether hardware decode is enabled in chrome://flags. Sorry for not being able to attach more information yet.
