Regression:Unwanted white dots are seen on the tab strip.

Issue description

Chrome version:50.0.2661.49 (Official Build)a37d846dd7fa3234a8ccca5ea8d88006bff78c25-refs/branch-heads/2661@{#352} (32/64-bit)
OS:Windows(Aero enabled),Mac

Test URL:
1.https://chrome.google.com/webstore/detail/adorable-olaf-frozen/imnecnlkmjfggfebndpanigjbjfnbomi?hl=en

Steps to reproduce the issue:
1. Launch chrome and navigate to above URL.
2. Click on "Add to chrome" to apply theme and observe the tab strip.

Actual:Unwanted white dots are seen on the tab strip.
Expected:No Unwanted white dots should be seen on the tab strip.

This is a Regression issue broken in M-48,below is the Narrow bisect information:

Suspecting:r358512

Good build:48.0.2556.0

Note:Could not reproduce above issue on Linux as theme is not supportable for it.

Status: WontFix (was: Assigned)
Working as intended; the theme imagery has those dots in it, and even before r358512 they were already visible in restored windows (which you didn't screenshot).  The only change is that now we align the maximized background consistently with the restored one, which makes them visible there as well.
