[Non-Regression]:Autofill data doesn't populate data field in "www.urbanoutfitters.com"

Issue description

Version: 50.0.2661.49 beta
OS: buntu 12.04,14.04

What steps will reproduce the problem?
(1)Launch chrome -> Navigate to chrome://settings/autofill ->Click on 'Add new street address' and Now enter data for Name, Address, City, zip code,State,Phone.
(2)Now go to "www.urbanoutfitters.com" -> Add any product to bag -> click on "Checkout" button -> checkout as Guest account
(3)Now double click on "First Name" field and observe nothing will happen now double click on "postal code" field observe "First Name","Address" does not populate data.

What is the expected output?
"First Name","Address" fields should populate data.
What do you see instead?
Instead its does not populating data.


This is a non-regression issue seen from M-27

Hi thanks for reporting. This is due to the fact that Autofill now respects autocomplete="off" for non credit card forms. 

The first name, last name and both address fields have the autocomplete attribute set to off. So it is WAI.

I've reached out to Urban Outfitters asking them to change this behavior.
