Youtube EME video can't resume after pause for > roughly 15 seconds

Version: 51.0.2679.0

When play paid movie in YouTube, after pause for more than roughly 15 seconds, click Play button will not resume the playback. Video is always in loading state. This not happen in non-encrypted movie.

What steps will reproduce the problem?
(1) play any paid video in YouTube
(2) Pause for a while (>15 seconds)
(3) click Play button to resume

What is the expected output?
video resume instantly

What do you see instead?
video is loading forever

the same bug happen in google play as well. Here attached is the error message google play gives.

This should have been fixed by https://chromiumcodereview.appspot.com/1815013002/

Could you please try a newer version of Chrome that contains the fix, e.g. 51.0.2687.0?
