PDF scrolling looks janky

Issue description

Chrome Version       : 50.0.2661.32 (Samus)
OS Version: 7978.18.0

What steps will reproduce the problem?
1. Open a PDF file... something longer so you can scroll it.
2. Try to scroll up/down quickly.

What is the expected result?

Content composited correctly.

What happens instead of that?

Content tiles are not often not synced - it seems like tiles from two independent frames are being combined. After few seconds, tiles would realign.

I tired to capture this jank with Screencast recorder but with no luck. It seems that, unlike display, the screen scraping does not suffer from this problem.

+oshima, isn't that due to enable-zoom-for-dsf?
btw this is probably a duplicate of https://bugs.chromium.org/p/chromium/issues/detail?id=596282 which has a regression range

Yes, and CL to revert the behavior was somehow missed on beta. Next beta will be fine.

Scrolling in PDFs is pretty bad in general (using drive pdf viewer for now since it is much better) right now. Still seeing tearing.

That's because I re-enable the flag on 51. I have a fix for 51 but blocked by another CL.

Uh, shouldn't this be blocking M-50, as that's where the bug first appeared? Tagging as such. Correct me if I'm wrong.
