Vertical SVG text lays out rtl text backwards

What steps will reproduce the problem?
(1) Visit http://jsbin.com/dovagor
(2) Notice the second 3rd run is backwards

I think we are missing a bidi check in SVGTextLayoutEngine.

I think is essentially the same as issue 374526. (I.e we always do per-glyph fragments for vertical text - which ends up borking shaping and order when we get to painting. Could probably make test for everything that can affect the condition at https://code.google.com/p/chromium/codesearch#chromium/src/third_party/WebKit/Source/core/layout/svg/SVGTextLayoutEngine.cpp&sq=package:chromium&l=488 for similar effects.)

Another test case that comes from the same root cause, apparently -
data:text/html;charset=utf-8,<!doctype html><svg style="letter-spacing: 2px"><text x="0" y="10">%D7%A2%D7%91%D7%95%D7%93%D7%94</text></svg>
