Issue descriptionTo test offline page background loading, I'm adding a new menu item "Save linked page for later". The menu item will only show if the experimental flag "offline-pages-background-load" is enabled. We should decide if this is the best way to expose asking to save a page offline once we get more network, and what the best wording to use is (we have a 30 character limit), and if we are OK with users seeing this menu item if they enable the flag. This item is shown at the bottom of the menu if you do a long press on a link.

I think having this is fine to make testing easier, but I think we have to think more about it as an actual feature both in terms of other efforts that Clank folks are thinking about and to prioritize against are other work (since menu items are less readily used.

Changing title and back to Peter as a tracking issue. This menu option stays a temporary tool for development. Lets remove it after we have Async Loading and before we go for visible experiment.

No need to remove this for the current milestone, it is hidden behind a flag, lowering pri to 3.
