I think this may have broken branching, the BranchUtilTest has been failing since the build this went in at https://uberchromegw.corp.google.com/i/chromeos/builders/master-release/builds/1874 and the failure is related to Kayle.

My next step is to remove the kayle manifests and see if that fixes the branch utility.
