Regression in inactive tab drawing after Material Design changes

Inactive tabs have visual artifacts where they meet the tab strip top border. The white highlight just inside the tab edge of inactive tabs is also much brighter than before the MD changes. See attached screenshot.

Fix regression in inactive tab drawing (Mac).

In non-Material Design mode, inactive tabs are not being drawn as they
were pre-MD.
