Issue 579160 is related, but this shouldn't block it. I won't do this, so Pri3, relying instead of end-to-end with real GoB. It's slower, but it's easiest to set up and provides out of the box testing on all 3 platform. While this one means starting local gerrit instance, which doing on Windows is non-trivial at all.
