"Instance ID is currently disabled." when requesting GCM token

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2687.0 Safari/537.36

Steps to reproduce the problem:

What is the expected behavior?
We use GCM to push messages from our server to the users of our Chrome extension. We recently switched from chrome.gcm to chrome.instanceID to request the GCM token/registration id.

For some users requesting the GCM token fails with the error "Instance ID is currently disabled.". Most users that reported the error use Linux (Ubuntu/Arch) but there are some reports from Windows and OS X users, too.

What went wrong?
Requesting a GCM token using chrome.instanceID fails with the error "Instance ID is currently disabled."
