Regression: Edit and Remove options are not seen after dragging the devtools to Extreme Right

Issue description

Version:  51.0.2687.0 dev
OS: Ubuntu 12.04,14.04,Windows

Pre-Condition : Make sure that Profile is added in Throttling section

What steps will reproduce the problem?
1.Launch chrome ->Open any page(Ex:chrome://apps)and press F12 to open dev tools
2.Now drag the dev tools window to extreme Right(Please refer video)-> press F1 to open settings page ->Click on 'Throttling'-> Now  observe for Edit and Remove options


Expected: Edit and Remove options should be seen in  Throttling section
Actual: Instead Edit and Remove options are not seen after dragging the devtools to R.H.S

This is Regression Issue broken in M-49

Manual good and Bad Builds:
Good Build: 49.0.2621.0  
Bad Build:  49.0.2622.0

Able to reproduce the issue on Mac 10.11.3 using chrome version 51.0.2687.0.
Adding blocker label to M-51,please feel free to remove if not required
