Regression: Second info bar is seen chopped on closing/cancelling the first infobar.

Issue description

Chrome Version :51.0.2687.0 (Official Build)Revision 5ee3f242cefebba7eb0f05424e7308f9158d8388-refs/heads/master@{#382459} (64-bit)
OS: Mac

Pre-condition: Google chrome should not be the default browser.

What steps will reproduce the problem?
1. Launch chrome and Enter 'about:inducebrowsercrashforrealz' in omnibox such that chrome browser crashes.
2. Now reopen the browser and click on the ‘cancel’ icon of first infobar (i.e. restore infobar)
3. Observe the second infobar (i.e. Default browser infobar)

Actual: Second info bar is seen chopped on closing/cancelling the first infobar.
Expected: Second info bar should be properly seen.

This is regression issue, broken in ‘M 51’ and will soon update the bisect info.

Good build: 51.0.2673.0
Bad build: 51.0.2678.0 

Note: 1. Issue is not seen on Windows and Linux OS.
      2. Builds between 51.0.2673.0- 51.0.2678.0 is not available for mac os.
