Regression:Background page doesn't load properly after clicking on language link button.

Chrome Version:51.0.2687.0 (Official Build)Revision 5ee3f242cefebba7eb0f05424e7308f9158d8388-refs/heads/master@{#382459} (64-bit)

What steps will reproduce the problem?
1.Launch chrome and navigate to https://vimeo.com/
2.Scroll down the page at bottom and click on 'Language' link button
3.Observe the page while loading.

Actual: Background page doesn't load properly after clicking on language link button.

Expected: Background page should load properly after clicking on language link button.

This is a regression issue broken in 'M50' and will soon update other info.

Correction: This is a regression issue broken in 'M51 and  below is manual regression range:
Good Build: 51.0.2663.0 
Bad Build:  51.0.2664.0

I'm having trouble reproducing on trunk, is it still happening for you?

Also, my change can't really be the cause of this, as it only change the web inspector, which isn't open for these repro steps.

Tested the issue on Windows 7, Mac 10.10.5 using latest M-51(51.0.2692.0).Unable to reproduce the issue.Observed that background page loaded properly after clicking on language link button.
Please find attached screencast.

vkupte@Could you please check the issue on latest chrome channel and update the thread with your observations.

I'm not sure why 378345 is suspected. That change was just updating a library class, it should have no behavior change.

Was not able to repro (Chrome 57, windows).
