Steps to reproduce the problem:
1. Install some extensions
2. Open incognito mode

What is the expected behavior?
The extensions space should only have enough space for the extensions that are being used in incognito mode (that have their buttons shown).

What went wrong?
No button's are shown (as none are enabled) but the space for them is still drawn as background.
