Migrate important storage to all platforms

Once we've launched important storage on Clank and vetted it, we need to move it to the other platforms. Currently blocked on desktop work and should reevaluate after M52.

Assigning to bettes@ to help finalize the UI:

1) Take the Sketch file I emailed, and import it into his larger one.
2) Re-export the "inner page" file that shows CBD with the supplementary dialog.
3) Provide Drive/Folio preview and spec link in this bug when ready.
