What steps will reproduce the problem?
(1) Run chrome with --disable-threaded-scrolling
(2) Pinch-zoom into the page
(3) Scroll to the top. Once the overscroll glow fades, scroll up again

What is the expected output?
The pull-to-refresh indicator should come down with the finger

What do you see instead?
The overscroll glow comes down instead. No pull-to-refresh.
