[buddy] on OOBE screen it shows keyboard connected when there is no keyboard connected

Issue description

Google Chrome : 50.0.2661.46 (Official Build) beta (64-bit)
Platform : 7978.25.0 (Official Build) beta-channel buddy

What steps will reproduce the problem?
(0) Do not plug any external peripherals 
(1) Recover the device 
(2) Go to OOBE 

What is the expected output? 
No message showing that Keyboard is connected 

What do you see instead?
On OOBE, it say " Keyboard connected"
