Issue descriptionDescription: Ability to disable to "hardware acceleration" on an enterprise level. Use case: This should be a feature available under "Device Management > Chrome Management > Device Settings > Disable hardware acceleration." Motivation: Flash videos sometimes run better on devices when hardware acceleration is disabled. Existing workarounds: While flash video is open, right click the video, choose settings, and uncheck the box "Disable hardware acceleration." This needs to be done manually on all devices at the moment.

Agreed. Hardware acceleration should for the most part be an implementation detail. +Pawel +Niklas any input on this?
