Issue description

Description:
Ability to disable to "hardware acceleration" on an enterprise level.

Use case:
This should be a feature available under "Device Management > Chrome Management > Device Settings > Disable hardware acceleration."

Motivation:
Flash videos sometimes run better on devices when hardware acceleration is disabled.

Existing workarounds:
While flash video is open, right click the video, choose settings, and uncheck the box "Disable hardware acceleration." This needs to be done manually on all devices at the moment.

There is a currently existing policy "HardwareAccelerationModeEnabled", which should provide this feature (see  bug 337713 ).
However, I'm not sure whether this policy is represented by a checkbox in the Admin Console.
But does triggering of this policy provide the behavior that was expected?


Also it's worth sending a separate bug report regarding the issue with slower videos running with enabled hardware acceleration. Disabling the acceleration through a policy is only a workaround, which masks the real issue.

Agreed. Hardware acceleration should for the most part be an implementation detail. +Pawel +Niklas any input on this?
