Omnibox dropdown background color lighter than NTP background color in Incognito MD

Issue description

The spec calls for 0x28 for the Omnibox dropdown background. However, after calibration that color on my monitor comes out as 0x35, which is lighter than the NTP background (it's 0x32 in the SPEC file). See the first screenshot.

I've replaced 0x28 with 0x20, which after calibration comes out as 0x2B. Let me know what you think about that color (see the second screenshot).

The fact that the NTP background color matches the SPEC file suggests to me that the NTP page is not being color corrected (which I believe is the state of the renderer world today).

After discussion with sgabriel@ the plan is to go with the calibrated 0x28 for the Omnibox background so that all of the colors there stay in sync with each other, and let the NTP background be what it will be. The shadow separates the two, at the least.
