Keyboard shortcut for device mode is taken

Issue description
Chrome Version : 49.0.2623.87
OS Version: OS X 10.11.3

What steps will reproduce the problem?
1. Start with Dev Tools closed, or DevTools open but focus on the website
2. (Mac) hit SHIFT + CMD + M to trigger device mode
3. The command fires Chrome's "people" switcher instead
What is the expected result?
The device mode shortcut should be universal
What happens instead of that?
The command only works when DevTools is open AND has focus, which is 1/3 of scenarios I activate device mode. I would much rather use a single shortcut to trigger this than dancing from OPTION + CMD + I to SHIFT + CMD + M to start doing responsive stuff.

possible.
