PDFs display horribly

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_9_5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/49.0.2623.87 Safari/537.36

Example URL:
Any PDF URL, from anywhere.

Steps to reproduce the problem:
1. Open any PDF file (with Chrome)
2. Scroll up and down.
3. Observe that bits of the file flicker in and out of view, and often with nothing happening, huge chunks are missing.
4. Discover that much of the UI is also gone (though luckily not the window top).

What is the expected behavior?
It should work as an actual PDF viewer.

What went wrong?
Haven't the foggiest, but take a look!

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No 

Did this work before? Yes Last Tuesday.

Does this work in other browsers? Yes 

Chrome version: 49.0.2623.87  Channel: stable
OS Version: OS X 10.9.5
Flash Version: Shockwave Flash 21.0 r0

Weird thing is, I haven't updated since it was working.

This is a dupe of  Issue 594343  but for some weird reason I get a 500/Internal Server Error when trying to merge into that.
