Chrome fails to open upon initial start up

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/49.0.2623.87 Safari/537.36

Steps to reproduce the problem:
1. Open Google Chrome on Microsoft Surface Pro 4
2. 
3. 

What is the expected behavior?
program is unable to open Microsoft will search for a solution, no solution will be found.

What went wrong?
program does nit open until you try opening it 3-4 times the it just works.

Crashed report ID: 

How much crashed? Whole browser

Is it a problem with a plugin? No 

Did this work before? Yes prior to 49

Chrome version: 49.0.2623.87  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 21.0 r0

Could you please check this issue by performing the below steps and let us know if issue still there or not.

1. Test whether antivirus or firewall applications on your computer are causing the problem by turning them off temporarily. 
2. Right click on the shortcut, and select run as administrator
3. Open your Task Manager and make sure you’ve exited out of every instance of Chrome
4. Uninstall any recent programs, especially programs with names you do not recognize. Some malicious programs may intentionally cause conflicts in Chrome.
5. If issue still persists by following the above steps please uninstall and reinstall your chrome.

Note: Could you please provide any crash ID's of this issue if available from chrome://crashes.

I have tried all of your suggestions with no success.
There are not any crash ID's listed I am not sure if it is the program does not fully open before crashing and closing.
Thank you for your assistance I will look for your up coming guidance.
