Allow JavaScript once

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.3; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/50.0.2661.37 Safari/537.36

Steps to reproduce the problem:
1. Go to chrome://settings/content
2. Under JavaScript, select "Do not allow site to run javascript"
3. Open any website that uses javascript (example: google.com)
4. Click on javascript icon in omnibox.

What is the expected behavior?
There should a third option to allow JavaScript only this time (allow once)

What went wrong?
Not possible to allow javascript only once

Did this work before? N/A 

Chrome version: 50.0.2661.37  Channel: beta
OS Version: 6.3
Flash Version: Shockwave Flash 21.0 r0
