Regression : Autofill data doesn't populate after clicking on Telephone field in www.toysrus.com.

Issue description

Chrome Version:51.0.2686.0 b3fd89db02212a4c8cd3c9f19632a2b2e0fe1f68-refs/heads/master@{#382218} (32/64-bit)
OS:Windows(Win 7 aero enabled),Linux 

What steps will reproduce the problem?
1.Launch chrome and navigate to chrome://settings/autofill ,click on 'add new street address' enter data first/last name,address,Telephone No. etc.
2.Navigate to http://www.toysrus.com/  ,Add any product to cart, click on 'checkout' button.
3.Double click on Telephone field, observe 

Actual: Autofill data doesn't populate after clicking on Telephone field.
Expected: Autofill data should populate after clicking on Telephone field.

This is a regression issue broken in 'M42' and below is the manual regression and Narrow bisect info :
Good Build: 42.0.2300.2
Bad Build:  42.0.2303.3

Hi, 

I am not able to reproduce the bug. I tried with both stable (49.0.2623.87) and Canary (51.0.2688.0) on Windows.

Is the bug present for you in recent builds?

Cannot reproduce the behavior it seems the bug has already been fixed.
