Regression: Audio icon on the tabstrip remains grayed out even with video playing/unmute

Issue description

Version: 50.0.2661.46
OS: Windows-7, Linux Ubuntu 14.04
Flash version: 21.0.0.193

What steps will reproduce the problem?
(1) Launch chrome and go to espn.go.com and play any video.
(2) Observe the audio icon on the tabstrip, when the video is playing.


What is the expected output? 
> Audio icon should be highlighted as the video is playing and not muted.

What do you see instead?
> Audio icon is grayed out even with video playing and not muted.

> This is a regression issue working fine on the latest stable(49.0.2623.87) and regressed in M-50.
> This is working fine on the latest canary(51.0.2686.0) on Mac OS 10.11.3 but issue is seen on the same chrome version on Windows-7 and Linux Ubuntu 14.04.

I bisected this to https://chromium.googlesource.com/chromium/src/+log/158b635df366630504eac45b584ed6a357c290dd..18167629b4bdc20e951b71e9c546ed0c1030090f, which seems most likely to be pkasting's https://chromium.googlesource.com/chromium/src/+/c17704c9a1f65e0a61060188faab6b130f7f755f change.

I think this is as working as intended.  pkasting?

Not working as intended.  The icon color changes to the darker one once it's redrawn as active, e.g. because you hover it or change tabs and then change back.  So this is something akin to an uninitialized variable.

Not a stable blocker.
Status: WontFix (was: Assigned)
Can't reproduce.

I suspect r393159 fixed this.
