Unable to do inline installation on different domain with the same extension

Reported by dilnagan...@gmail.com, Mar 21 2016

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/48.0.2564.116 Safari/537.36

Steps to reproduce the problem:
1. Go to developer dashboard and start adding verified sites for the number of portals for a particular extension.
2. You can select only one site as the verified site for a particular extension. And I have more than one domains, like *.x.com, *.y.com etc.
3. This is a big limitation and the solution is to upload duplicate plugins to chrome webstore for no reason. Remember chrome allows to do installation on *.x.com if your verified site is x.com. Google can extend this to make a list of patterns rather than a single pattern.

What is the expected behavior?
With a single plugin it should be possible to allow inline installations in different domains if all of them are verified.

What went wrong?
Instead of this only one pattern is selectable like *.x.com and does not allow you to include *.y.com in verified owners.
The extension gets added to the site last verified instead of other verified sites.
