Regression: Browser does not navigate to chrome://apps page after reloading second apps pane.

Chrome Version: 51.0.2686.0 Revision b3fd89db02212a4c8cd3c9f19632a2b2e0fe1f68-refs/heads/master@{#382218}(32/64 bit)
OS: All(Win-7 Aero Enabled)

What steps will reproduce the problem?
1.Launch chrome and navigate to chrome://apps
2.Drag any app to the bottom of the page i.e into second apps pane.
3.Click on second apps pain,reload page and observe.

Browser does not navigate to chrome://apps page i.e. on first apps pane.

Browser should navigate to first apps pane.

This is a regression issue,broken in 'M-51',will soon update the other info:
