Regression: Unnecessary space is seen below the search field on ‘Cast overlay.

Chrome Version:51.0.2686.0 b3fd89db02212a4c8cd3c9f19632a2b2e0fe1f68-refs/heads/master@{#382218} 32/64 bit
OS: Windows, Mac

Precondition: Enabled 'Media Router' flag from chrome://flags

What steps will reproduce the problem?
1. Launch chrome and click on 'Cast' option from wrench menu
2. Observe the overlay.

Actual: Unnecessary space is seen below the search field.
Expected: Space should not be seen below the search field.

This is regression issue, broken in ‘M 51’ and will soon update the bisect info:
