Autofill data doesn't populate after clicking on Telephone field in www.zulily.com.

Issue description

Chrome Version:51.0.2686.0 b3fd89db02212a4c8cd3c9f19632a2b2e0fe1f68-refs/heads/master@{#382218} (32/64-bit)
OS:Windows(Win 7 aero enabled),Mac,Linux 

What steps will reproduce the problem?
1.Launch chrome and navigate to chrome://settings/autofill ,click on 'add new street address' enter data first/last name,address,Telephone No. etc.
2.Navigate to https://www.zulily.com/,Add any product to cart, click on 'checkout' button.
3.Double click on Telephone field, observe 

Actual: Autofill data doesn't populate after clicking on Telephone field.
Expected: Autofill data should populate after clicking on Telephone field.

This is a regression issue broken in 'M40' and below is the manual regression and Narrow bisect info :
Good Build: 40.0.2188.1 
Bad Build:  40.0.2190.0

Using Chrome Version 49.0.2623.87 , there is an issue detected . whenever i open Livestreaming site : crictime live cricket http://t20wc2016.com/crictime-live-cricket-streaming-score/ : or others , its start to lag . i am not even using Ad Block.

Hi, 

I am not able to reproduce the bug. I tried with both stable (49.0.2623.87) and Canary (51.0.2688.0) on Windows.

Is the bug present for you in recent builds?
