Support all animatable SVG attributes via CSS animations of presentational attributes |

Issue descriptionCurrently the only standard way to natively animate any animatable SVG attribute in Chrome is through SMIL. We should expose these attributes as presentational attributes in CSS so they can be targeted by CSS Animations, Transitions and Web Animations.
