Support all animatable SVG attributes via CSS animations of presentational attributes

Issue description

Currently the only standard way to natively animate any animatable SVG attribute in Chrome is through SMIL.

We should expose these attributes as presentational attributes in CSS so they can be targeted by CSS Animations, Transitions and Web Animations.

Rob - do we still have any intention of pursuing this, or are non-SMIL SVG animations essentially 'on hold' for the foreseeable future?
