The Download icon is missing in Chrome

Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/49.0.2623.87 Safari/537.36 Steps to reproduce the problem: 1. Visit chrome://downloads/ 2. Look at the icon download section. You will see no icon exists. What is the expected behavior? When navigating to chrome://downloads/ it should show icons for each downloaded item. What went wrong? Chrome does not show icons for every download. Did this work before? Yes Prior Chrome before Chrome had a new download manager. Chrome version: 49.0.2623.87 Channel: stable OS Version: Flash Version: Shockwave Flash 21.0 r0

File is a .hct extension. Made specifically for xchat and hexchat (irc) clients. See screenshot. This is on a Debian 8 box not Ubuntu. I will try testing it again.

Tested bug on Debian 8 Jessie (x64) using Chrome Version 49.0.2623.108 (64-bit). Using: "https://dl.hexchat.net/themes/Default.hct" it still shows a missing icon.
