What steps will reproduce the problem?
(1) Open a scrollable surface (e.g., a web page or the Launcher).
(2) Scroll using the touch screen.

What is the expected output? What do you see instead?
Expected: Scrolls along with my finger.
Actual: Flickers or jitters rapidly between the starting position and the current position.

We thought this was a Launcher bug ( Issue 594264 ) but it seems to manifest on all scrolling surfaces, so filing this parent bug for input team.

Suspect that it is high-DPI only because I can't repro on Pixel 1. This was originally reported on 49.0.2623.95 which could mean it's already on stable channel.
