Add support for Unicode 8 emoji

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 7647.84.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/48.0.2564.116 Safari/537.36
Platform: 7647.84.0 (Official Build) stable-channel link

Steps to reproduce the problem:
1. Access a site that uses Unicode 8 emoji (e.g., emojipedia.org/unicode-8.0).

What is the expected behavior?
The Unicode 8 emoji show up.

What went wrong?
The Unicode 8 characters do not appear on Chrome OS (I have attached a screenshot from Chrome for Android for comparison).

Did this work before? No

This is likely due to ChromeOS missing the glyphs in the default font.
