Strange scroll and a flash of white screen while hovering over links

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/49.0.2623.87 Safari/537.36

Steps to reproduce the problem:
1. Go to http://candytech.in
2. Scroll down and up until page flashes
3. Hover in and out of any link / scrollbar to see the screen flash

What is the expected behavior?
No white flashes

What went wrong?
White flashes while hovering in and out of links after the initial scrolling down and up to cause a white flash.

Does it occur on multiple sites: N/A

Is it a problem with a plugin? N/A 

Did this work before? Yes Chrome 48.x

Does this work in other browsers? N/A 

Chrome version: 49.0.2623.87  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 21.0 r0

I opened up my PC the night before this issue started appearing for some general dust bunny extermination and to re-applying some thermal paste on the processor. When I tried to pull the heat sink off, the processor came out stuck to the heat sink. The bond was too strong between them (vacuum as some forums said) so I had to heat up the heat sink carefully over the stove just enough for me to twist the CPU and remove it. Ended up bending 2-3 pins a bit and then corrected those. Its working fine now. So the next morning I started noticing this issue in chrome, its the same time I think I noticed chrome had updated to v49 (I use the web inspector a lot and noticed the mobile rendering had changed).

TLDR;
I'm not sure if its the update from Chrome 48 to 49 or something else wrong with my CPU but everything else is working normally.

I've tried turning hardware acceleration off and it still doesn't solve the issue.

Green = Doesn't cause the issue
Red = Causes the issue (Yes, it also happens when hovering in and out of the scroll bar)

But the white flash issue just happened on this page too.

Is it a problem with a plugin? Not sure, but I tried this in a new profile, it has the same issue.

Does this work in other browsers? No issues in other browsers.

Well I sometimes do got the same bug in Firefox/Waterfox.
The reason is that my graphicsdrivers were wonkey.

Do you have updated your videocard drivers?
And isn't Adobe plugins currently very buggy?!

From the video this definitely looks like the GPU process is having some trouble. From your comment in #0 I wonder if you damaged your hardware and the GPU process is getting errors.
This is strange, I'm not able to reproduce this issue anymore but it did happen earlier today. I'll update if it happens again.

I didn't. I have AMD Radeon control panel thing which says its version is 15.11

I was wondering the same, I had some problems with Adobe Flash in the past (when chrome deprecated NPAPI).

I tried running some 3D games to test this possibility and they work fine without any problems.. I see no visible issues running other apps.
