Not loading new tab on startup

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/49.0.2623.87 Safari/537.36

Steps to reproduce the problem:
1. In Settings page (chrome://settings/), select "Open the New Tab page" under "On startup".
2. Open some web page.
3. Close Chrome by clicking the cross on top right of the window.
4. Start the Chrome again.

What is the expected behavior?
A new tab page should show.

What went wrong?
Chrome opened the pages before I closed the browser. It is not honoring my settings.

Did this work before? Yes A few weeks ago.

Chrome version: 49.0.2623.87  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 21.0 r0

If unable to reproduce, try restart a few more times. Based on my experience, it appears to work as expected if it is the first restart after the setting is changed from  "Continue where you left off" to "Open the New Tab page".
