Screen painting/refresh issue in all non-native screen resolutions

Issue descriptionUserAgent: Mozilla/5.0 (X11; CrOS x86_64 7978.18.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/50.0.2661.32 Safari/537.36 Platform: 7978.18.0 (Official Build) dev-channel samus Steps to reproduce the problem: 1. Open file manager in Chrome OS 2. Choose a PDF file 3. Scroll Also: 1. Open crosh shell 2. sudo startlxde 3. Click on the launch menu icon What is the expected behavior? The screen should repaint instantaneously. What went wrong? For PDF files, the screen repaints slowly. In Crouton, the screen fails to repaint completely. Did this work before? Yes Before the upgrade to version 50. Chrome version: 50.0.2661.32 Channel: dev OS Version: 7978.18.0 Flash Version: Shockwave Flash 21.0 r0 Native resolution (2560x1700) does not have a painting/refresh issue, but all non-native resolutions do.

This issue was observed on a Pixel 2. Disabling "Harware-accelerated video decode" in chrome://flage had no effect.

The VLC app runs, but is unusable in all resolutions except native resolution since the upgrade to version 50 on the Pixel 2.
