Ink drop animation for location bar elements janky

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/49.0.2623.87 Safari/537.36 Steps to reproduce the problem: 1. Open Chrome with MD enabled 2. Open any page (e.g. New tab page) 3. Click star icon in location bar to add the web site to bookmarks. What is the expected behavior? Smooth ink drop animation should be seen on location bar elements. Ink drop animation on other buttons (wrench button, reload button, etc.) is smooth. What went wrong? Ink drop animation is junk if you click first time on location bar icon (especially on star icon). After clicking several times, animation becomes nearly smooth (still not smooth). Did this work before? No Chrome version: 51.0.2684.0 Channel: canary OS Version: 10.0 Flash Version: Shockwave Flash 21.0 r0

I can consistently repro this on Win10, but I don't see it on either Linux or CrOS. Peter, any idea why this may be Windows-specific?

It looks to me as if the star icon simply has a much slower animation than everything else I clicked. I don't think it's so much that the animation is not smooth as much as that it's not fast. It would be nice if someone could audit the code and check the actual durations of the various animations.

FTR The duration of the Star icon is exactly the same as the AppMenu button. Is there a noticeable difference between these two buttons?
