Extension toolbar layout is weird when incognito + full screen

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2684.0 Safari/537.36

Steps to reproduce the problem:
1. Have at least one extension which is enabled in incognito
2. Resize the browser window to something less than the full size of the screen
3. Enter full screen
4. Open a new incognito window

What is the expected behavior?

What went wrong?
The extension toolbar has a giant grey area, and the omnibox is shrunken. This is based on the size of the window when not in full screen.

Additional incognito windows seem not to be affected, but I can reliably reproduce this by closing the first incognito window and opening it again.

Chrome version: 51.0.2684.0  Channel: canary
OS Version: OS X 10.11.3
Flash Version: Shockwave Flash 21.0 r0

This might be a regression of the extension toolbar redesign, but I'm not sure.

I was able to reproduce the bug in the latest canary. I also happen to have Canary 50.0.2667.0 on my machine and can reproduce it in that version as well. An interesting bit of behavior - if I:

1. Create a new window
2. Enter fullscreen
3. Create a new Incognito window

I can't reproduce the bug but if I

1. Create a new window
2. Resize the window slightly
3. Enter fullscreen
4. Create a new Incognito window

the bug occurs, so whatever the issue is it appears to be somehow related to the resize.

This seems to have fixed itself in High Sierra.

I think this disappeared for a while but came back around 69.0.3462.0.
