Reported by jdp...@gmail.com, Mar 19 2016

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_2) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/49.0.2623.87 Safari/537.36

Steps to reproduce the problem:
1. Create an input[type="range"] element in HTML
2. Add a ::-webkit-slider-thumb element in CSS
3. Add a ::after element to the ::-webkit-slider-thumb element in CSS

What is the expected behavior?
I expect the ::after element to display.

What went wrong?

Did this work before? Yes Chrome 46-48

Chrome version: 49.0.2623.87  Channel: stable
OS Version: OS X 10.11.2

I confirmed that re: the provided URL, the slider knob shows "Working!" in 48.0.2564.116 but not in the latest Canary. Beyond that I cannot speak to the correctness of the code.
