Set up logic for smarter auto-filed bugs based on frequency, etc

Similar to what Chrome Infra team does sergiyb@ has details. Basically a layer that sits on top of the results DB and follows rules such as "file bug only after x failures" or "group failures by x increment of time" 

need prio & detailed specs. likely OKR level of work.
