What steps will reproduce the problem?
(1) Save a site for offline. I used https://news.ycombinator.com
(2) Go into airplane mode.
(3) Use the custom tabs sample app to open a custom tab to that same URL.
(4) hit the "Back" arrow

What is the expected output? What do you see instead?
I would expect to go back to the custom tabs sample app.
Instead, I see the same page reload but with the green lock icon.

Hitting back again does go back to the sample app.
