pineview-release-group fails InitSDK

Issue description

This builder has been failing the InitSDK step for a week: https://uberchromegw.corp.google.com/i/chromeos/builders/pineview-release-group?numbuilds=100

I'm not quite sure what that means but it's probably not good.

It looks like we started failing InitSDK around 8052 and I don't see anything interesting in there.

Perhaps we should clobber this builder and see if that clears it up?

Unfortunately clobber did not help, since we have not built for Pineview in in over two weeks, this should probably be Pri-0, and possibly a tree closer.

+vapier for any other ideas, is our stage3 package corrupted somehow?

An invalid tarball would certainly do the trick.  Can we download it and verify it is OK locally?
I d/led it from gs and was able to successfully extract it.

tried it on the latest tarball that failed and used the command in make_chroot.sh and it still worked for me.

does the build server cache that file?  it appears to have a local path to it in the failing command

I don't believe so, it looks like it downloads it fresh everytime given: https://cs.corp.google.com/chromeos_public/chromite/scripts/cros_sdk.py?rcl=b9887e147151d5cfdd24ac58493a3bee83fad04a&l=102

I'm going to clobber this and see if it resolves the issue. (This is done by clicking Force Build with the Clobber checkbox enabled).
The clobber last week did not fix it :(.

I'm not convinced that the tarball is actually being downloaded, given that it is taking less than 1s. Maybe it is somehow trying the wrong URL?

Maybe it is trying to re-use that cached file and the cached file is corrupt? I can do in to the builder and delete the file...

Ok, after deleting the cache it definitely downloaded the tarball, but then it failed anyway.

vapier@ can you weigh in? Is there some use flag issue? The message "make_chroot.sh: Building with a non-empty USE: -cros-debug chrome_internal" is suspicious.

looks like build106-m2 is broken and should be decommissioned:

We started getting Pineview builds on Friday for everything except mario (see  issue 600500 ).  Is there anything more to be done on this bug?
